Terms of Reference (TOR) for the Subsidiary Expert Group (SEG) of the Regional 3R Forum in Asia
1. Background
The primary objectives of the Regional 3R Forum in Asia are to: (a) facilitate high-level policy dialogues on 3R issues, challenges, and opportunities; (b) facilitate improved dialogue and cooperation with international organizations and donor communities for the materializetion and implementation of 3R projects; (c) provide a strategic and knowledge platform for sharing experiences and disseminating among Asian countries best practices, tools, technologies, and policy instruments on various aspects of the 3Rs; (d) provide a platform to develop multilayered networks of stakeholders such as national and local governments, academia, scientific and research community, private sector, media community, NGOs, and informal sector; (e) generate regional consensus and understanding on the beneficial aspects of the 3Rs in the context of achieving the MDGs, resource and energy efficiency, resource efficient economy, and climate change mitigation; (f) provide a platform for proliferation of national 3R strategies; and (g) promote awareness among the general public on the beneficial aspects of the 3Rs.
The Regional 3R Forum in Asia is composed of high-level government representatives of Asian countries, representatives of international organizations, and a Subsidiary Expert Group (SEG) to share best practices, policies, tools, technologies, etc. in key thematic areas of the 3Rs/waste management. The SEG provides strategic feedback and necessary capacity-building support to the developing nations in Asia, including technical advisory support. The SEG of the Regional 3R Forum in Asia and their roles were introduced at the Inaugural Meeting of the Regional 3R Forum in Asia, held on 11-12 November 2009. The SEG is not a fixed group and will change time to time based on the actual needs and scope of the 3R related activities/events, including the Regional 3R Forum.
2. Role of the Experts
The overall roles of the Experts are defined as follows:
Review and provide comment/feedback on the relevant sections of the draft national 3R strategies and other policy documents, source books, etc., as and when necessary (optional role).
