The rapid growth with industrialization and urbanization has increased demands in the transport sector, and seriously affected various socio-economic and environmental problems relating to transport in developing countries, due to lack of well-designed appropriate plans, infrastructure and public services. This requires balancing transport needs with the need to protect the environment for future generations, and Environmentally Sustainable Transport (EST) should be at the heart of the overall transport policy, planning and development.
With these backgrounds, UNCRD and JICA have implemented the training program on the theme of urban environment and transport to build the capacity of officials in the field of urban environment and transportation since 2004. From fiscal year 2012 as a beginning of the third phase of the training, new concept of "green economy (reducing carbon emissions and pollution, and growing income and employment in local community driven by public and private investments)" has been introduced into this program to emphasize EST as not just "Urban Transportation System" but also "City Planning" based on the idea of "greening the urban economy".
Target Groups
Mid-level officials from central/local government and related organizations who are engaged in urban transportation, city planning, and environment
Participants
10 from Cambodia, Egypt, Ethiopia, Indonesia, Kosovo, Pakistan, Peru, Sri Lanka, Timor-Leste, and Viet Nam
Objectives
The training course aims to enable the participants, who have gained a better understanding of the concept of EST, to formulate policies for promoting EST that will be approved by the respective participating sections/organizations, and then proposed to the Ministry of Transport, Ministry of Environment, or other relevant organizations and authorities in their respective countries. It also offers the opportunity to learn international and Japanese experiences to deal with the range of problems/cross-cutting issues associated with transport, environment, and health.
Course Contents
The training consisted of lectures, field visits, group discussions, and preparation and presentation of action plans. The course curriculum was composed along various key aspects of EST: (a) roadside air quality monitoring & assessment; (b) vehicle emission control and standards; (c) inspection and maintenance (I&M); (d) fuel quality; (e) transport planning and demand management (TDM); (f) traffic noise management; (g) land use planning; (h) urban infrastructures; (i) road safety/maintenance; (j) non-motorized transport (NMT); (k) co-benefit; (l) social equity, etc.
Outputs
As a major output of the course, participants formulated individual action plans which integrate environment and transport policies, programmes. These action plans willl be proposed to their organizations upon their return and shall be implemented in their countries.
