Commission for Sustainable Development (CSD) is responsible for reviewing progress in the implementation of Agenda 21 and the Rio Declaration on Environment and Development; as well as for providing policy guidance to follow up the Johannesburg Plan of Implementation (JPOI) at the local, national, regional and international levels.

The issue of waste management is one of the five thematic issues considered through the CSD at its 18th (2010) and 19th (2011) sessions. International Consultative Meeting on Expanding Waste Management Services in Developing Countries was held as an inter-sessional event of the CSD 18.

The outcome of the 2010 Consultative Meeting served as a contribution to the deliberations on identifying constraints and obstacles in the implementation of waste management policies which, in turn, further supported the preparation of the Chair's summary of CSD-18.
