Background

The Africa Training Course (ATC) on Local and Regional Development Planning and Management is a multi-dimensional programme for human and institutional capacity building initiated by UNCRD Africa Office in 1995, in collaboration with key national, regional and international development partners. The project consists of multiple activities that are inter-linked and mutually reinforcing. The core programme is the annual Africa Training Course on Local and Regional Development Planning and Management, which is conducted in Nairobi, Kenya.

The principal objective of the course is to provide mid-career planners with requisite knowledge and skills in formulating and implementing effective local/regional development policies and plans. At the same time the training aims to broaden the knowledge of the participants in institutional framework within which regional development planning generally takes place in Africa and specifically in their respective countries.

 

Objectives

The course seeks:

  • To strengthen the institutional capacity of African countries for regional planning by training planners working with governments and other relevant organizations in effective skills and approaches for local and regional development planning and management;
  • To create a forum for African planners to exchange views on intra- and inter-country experiences, draw useful lessons and promote network building;
  • To expose participants to real life undertakings by communities and institutions in responding to the challenges of development by undertaking field studies of projects and programmes in the rural and urban sectors;
  • To enhance the capacity of training and research institutions in Africa by involving them in preparation of training materials and delivery of training modules; and
  • To provide the participants with skills and methodologies of training of trainers (TOT), with alumni serving as resource persons, to organize and deliver local in-country training programmes, upon their return home, reaching a much larger constituency, in collaboration with UNCRD and local development agencies.
