Iterinstitutional workshops of the Bogotá-Cundinamarca Technical Territorial Integration Board

The Technical Territorial Integration Board, supported by UNCRD, is a space for multi-stakeholder dialogue and consensus building and technical support to promote a "Regional Vision" within the framework of the project on "Capacity building in planning and Regional Development management". This board was established in December 2012, supported by the so-called "Strategic Alliance" agreed by the Government of Cundinamarca and the City of Bogotá. The Territorial Integration Board is comprised by representatives of different offices of the City of Bogotá, the Departamento of Cundinamarca, and the Environmental Corporation of Cundinamarca.

Against the above, in the period comprised between January and June 2013, 12 strategic planning workshops were held to define the guidelines for the Regional Territorial Plan and an articulated regional vision. These workshops aimed at:
(1) Defining a common understanding of the concepts behind and scope of the process to be undertaken by the Technical Territorial Integration Board, and;
(2) Elaborating a work plan aligned with the regional integration process that UNCRD has been facilitating and accompanying the different scenarios under the agreement with the city of Bogota.
(3) Increasingly engaging relevant stakeholders in the process of building a common vision of the regional territory.

Outcomes:

  1. Agreement on the strategic topics and guidelines for the territorial organization in the region.
  2. Document with the development of guidelines and recommendations on the 5 strategic topics, viz.: (a) Regional Ecological Structure; (b) Infrastructure Planning of basic services, mobility and transport; (c) Instruments and Institutions for planning and territorial organization (within the Territorial Organization Organic Law framework of Colombia); (d) Harmonization of Territorial Organization Plans between the Capital District and the surrounding municipalities of La Sabana; (e) Strategic Regional Projects  of regional impact (infrastructure, habitat, and economic-productive facilities).
