Background
The Regional 3R Forum in Asia and the Pacific is a joint and flagship initiative of UNCRD and Ministry of the Environment of Government of Japan to help promote 3Rs (reduce, reuse, and recycle) for moving towards a resource efficient Asia. The Hanoi 3R Declaration (2013-2013) agreed at the Fourth Regional 3R Forum in 2013 provides an important basis and framework for Asia-Pacific countries to develop 3R polices, programmes, projects, including required 3R infrastructure development in partnerships with private and business sector.

With the theme of "Multilayer Partnerships and Coalition as the Basis for 3Rs Promotion in Asia and the Pacific,” the Fifth Regional 3R Forum in Asia and the Pacific was co-organized by the Ministry of Environment and the Ministry of Public Works of the Government of Indonesia, the Ministry of the Environment of the Government of Japan, and UNCRD.

The Fifth Forum was attended by approximately 500 participants from 33 countries, and the participants adopted the "Surabaya Declaration on Promotion of Multilayer Partnerships and Coalition for Expanding Reduce, Reuse, and Recycle (3Rs) in Asia and the Pacific," which calls for country to country cooperation, south-south-north cooperation, city to city and inter-municipal cooperation, industry to industry cooperation, government and NGO/CSO cooperation,
public-private-partnerships,among other forms of partnerships, towards effective implementation of 3Rs.

Objectives

to brief the general public and private and business sector on the outcome of the Surabaya 3R Forum with an objective to public awareness on the current situation in Asia-Pacific;
to share various capacity issues and other gaps in developing countries with an objective to encourage private sector engagement in expanding waste management services of the developing countries;
to help generate Japan wide interest among the private and business sector for their active participation in future 3R Forums to demonstrate their latest know-how and technologies vis-à-vis to have meaningful dialogue with senior policy makers from the region in exploring feasible business/PPP opportunities as a win-win solution.

Participants
More than 180 participants attended the event from general public and Japanese private sector, companies, NGOs, and research institutions in the areas of 3Rs/waste management.
