Support promotion of the International Partnership for Expanding Waste Management Services of Local Authorities (IPLA) in LAC

UNCRD-LAC supported preparatory activities of CSD 19 (held in February 2011) and in building the International Partnership for Expanding Waste Management Services of Local Authorities (IPLA) in Latin American and the Caribbean Countries, launched in May 2011. A number of interested organizations in LAC countries (Colombia, Brazil, Peru Chile, Granada, and Trinidad y Tobago) have manifested interest or registered in IPLA. Two international forums will be organized in Bogotá, Colombia, and Lima, Peru in the second half of 2011.

The interest generated in local and regional authorities from Latin America to be part of IPLA and to participate in its activities, led to the consolidation of a regional/sub-regional secretariat through the Administrative Unit of Public Services of the City of Bogotá (UAESP, Spanish acronym), the organization of an International Forum for Advancing on Zero Waste in Latin America in the context of IPLA, to be implemented in collaboration with the UAESP on August 17, 2011. This Forum, will bring together nine countries of Latin America (Chile, Peru, Ecuador, Venezuela, Panama, Dominican Republic, Costa Rica, Brazil and Colombia), and will analyze the different alternatives used by the countries of Latin America in terms of: (i) Culture of waste minimization, (ii) Regulations for waste minimization, (iii) waste minimization processes, (iv) Incentives for reuse and waste minimization, (v) Policies to lower generation of waste (vi) Campaigns education, outreach and awareness of users in pursuit of behavioral change and attitude towards the minimization of waste generation, and (vii) Raising awareness of users about reducing, reusing and recycling waste. 

In the context of IPLA, an international Forum will also be organized in October 2011 in collaboration with the Agency for Assessment and Environmental Control (OEFA, Spanish acronym) of Peru aimed at assessing waste management in urban areas.
