National EST Strategy Formulation

Under the overall framework of the Asian EST Initiative, UNCRD, in collaboration with various partners, also provides technical assistance to selected developing countries to develop National EST Strategies with an objective to mainstream EST into the overall policy, planning and development.

  • First phase countries: (project started from 2006) Cambodia, Laos, and Viet Nam (completed in March 2012)
  • Second phase countries: (project started from 2009) Philippines (completed in May2011), Indonesia
  • Third phase countries: (project started from 2013) Nepal

  • For each of the strategic challenges in the EST Strategy, the Action Plan will address the following aspects:
    • recommended actions in detail
    • identify or nominate responsible agencies/bodies for implementation of recommended actions, including suitable mechanism for interagency coordination
    • implementation period for each major activity
    • estimated cost for implementation of each activity
    • potential financial resources and recommended financial mechanism to generate required resources
    • verifiable indicator for measuring/evaluating each action
