The Regional 3R Forum in Asia was successfully launched at the Inaugural Meeting held on 11-12 November 2009 in Tokyo, Japan.
Fifteen Asian countries that participated in the meeting agreed on the Tokyo 3R Statement, voicing their support and interest in the promotion of the 3Rs. At the end of the meeting, the Minister of Housing and Local Government of Malaysia announced that the second meeting of the Regional 3R Forum would be held in Kuala Lumpur in 2010.

Over 100 participants attended the meeting, including government officials from fifteen countries (Bangladesh, Brunei Darussalam, Cambodia, China, Indonesia, Japan, Lao PDR, Malaysia, Mongolia, Myanmar, the Philippines, Republic of Korea, Singapore, Thailand, and Viet Nam), the Subsidiary Expert Group (SEG) members of the Regional 3R Forum, international organizations/aid agencies, and local organizations.
